How to Fill Out PDF Forms Online (No Software Needed)

Government applications, tax forms, rental agreements, medical intake forms, insurance claims — the world runs on PDF forms. And the world expects you to fill them out, often with a tight deadline and no access to Adobe Acrobat.

Two types of PDF forms

Interactive (fillable) forms

These have clickable text fields, checkboxes, dropdowns, and signature boxes built into the PDF. Click a field, type your answer. These are the easy ones.

Flat (non-interactive) forms

These look like forms but have no clickable fields — they are essentially images of a form. You were expected to print, hand-fill, scan, and email them back. In 2026, that workflow is absurd.

Filling interactive PDF forms

Most modern browsers (Chrome, Firefox, Edge) can fill interactive PDF forms natively:

1. Open the PDF in your browser.
2. Click on each field and type your response.
3. Check the checkboxes, select dropdowns.
4. Save (Ctrl+S / Cmd+S) or Print to PDF.

If the form has a Submit button, it may send your data directly to the form creator. Otherwise, save the filled PDF and email it.

Filling flat PDF forms

Flat forms require a different approach:

Method 1: Annotate in your browser

Some PDF viewers let you add text on top of a flat PDF. Chrome's built-in viewer does not, but Firefox's does (use the text annotation tool).

Method 2: Convert, fill, and rebuild

1. Convert the PDF to images using PDF to JPG.
2. Open the images in any image editor and type your responses.
